Validation of the digital opacity compliance system under regulatory enforcement conditions.

چکیده
U.S. Environmental Protection Agency (EPA) Emission Measurement Center in conjunction with EPA Regions VI and VIII, the state of Utah, and the U.S. Department of Defense have conducted a series of long-term pilot and field tests to determine the accuracy and reliability of a visible opacity monitoring system consisting of a conventional digital camera and a separate computer software application for plume opacity determination. This technology, known as the Digital Opacity Compliance System (DOCS), has been successfully demonstrated at EPA-sponsored Method-9 "smoke schools", as well as at a number of government and commercially operated industrial facilities. Results from the current DOCS regulatory pilot study demonstrated that, under regulatory enforcement conditions, the average difference in opacity measurement between the DOCS technology and EPA Reference Method 9 (Method 9) was 1.12%. This opacity difference, which was computed from the evaluation of 241 regulated air sources, was found to be statistically significant at the 99% confidence level. In evaluating only those sources for which a nonzero visible opacity level was recorded, the

Determination of Visible Emission Opacity from Stationary Sources Using Computer-Based Photographic Analysis Systems
(a) Many stationary sources discharge visible emissions into the atmosphere, which are usually in the shape of a plume. The following method describes a technical approach for determining the visible opacity of plume emissions through the use of photographs taken of the regulated source under compliance enforcement conditions. The photographs are processed using computer software that determine...

The U.S. Environmental Protection Agency (EPA) Reference Method 9 (Method 9) is the preferred enforcement approach for verifying facility compliance with federal visible opacity standards. Supporters of Method 9 have cited its flexibility and low cost as important technological and economic advantages of the methodology. The Digital Opacity Compliance System (DOCS), an innovative technology tha...

Background: Hospitals as the essential health service providers should manage their performance during incidents and disasters. The Hospital Incident Command System (HICS) is helpful in this regard. The establishment of this system assists the hospital disaster risk management committee to get prepared in emergency situations. This study aimed to assess the effect of HICS establishment on prepa...
متن کاملDynamic Policy Enforcement for Software Defined Radio
Our research analyzes security policy enforcement issues inherent to handheld Software Defined Radio (SDR) devices. We have developed an abstraction for Dynamic Policy Enforcement (DPE) for a SDR system which consists of three distinct modules that monitor changes in external conditions, validate system configuration based on those conditions and a given policy, and implement changes to ensure ...
متن کاملVarious Notions of Opacity Verified and Enforced at Runtime
In this paper, we are interested in the validation of opacity where opacity means the impossibility for an attacker to retrieve the value of a secret in a system of interest. Roughly speaking, ensuring opacity provides confidentiality of a secret on the system that must not leak to an attacker. More specifically, we study how we can verify and enforce, at system runtime, several levels of opaci...
